Both LEDs blinking is an indication that the firmware detected a fault. It is related to either the 200/900 deg switching mechanism or due to the centering sensor. Do you hear the 200/900 switch working?
If you're not afraid to open your wheel (I doubt your ebay seller has given you any warranty... it would be voided if you open it), you could look inside and check the slider that does the switching, see if it moves back and forth freely or is obstructed by something, and see whether it hits the switches at both ends.

Im having problems similar to others in these forums. I mainly use it for my PC but I just hooked it up to my PS2+GT4 and it doesnt fully work either. In GT4 all the buttons and stick shift seem to work but the steering or pedals dont work, but on my PC I get nothing at all. Like I said I mostly use it for PC racing, so one day all of a sudden both LEDS start blinking and the wheel doesnt work anymore. Everytime I hook it up to a usb the wheel spins and both LEDs start flashing. I went through these forums and tried a few solutions without any luck. Im sure i tried everything possible. I called Logitech but was told there was no PC support (which I understand) and I didnt have my PS2 at the time. That I know of this is a new wheel I got from ebay but there was no wraping on it so it could of been used. Its worked fine for about 5 months, and I really love the wheel. I hope there is can get this fixed. I made my own thread so I don't hijack someone elses. Thanks for any help from anybody.
