The quick answer is yes, it is safe to leave the wheel plugged in all the time. When you are working on your PC, the wheel is still consuming some current but mainly from the USB port. If you would like to minimize the current consumption while you're not in a game, you should disconnect the USB plug from the PC, leaving the power adapter plugged in. The wheel will feel "stiff" only when you turn it and will not consume any current.
Regarding the power adapter, it's a "off-line switching adapter" type, which allows to use smaller magnetical core, decreasing drastically the weight for the power it can handle. Therefore, the weight doesn't go along with quality anymore...

One last question from me....
Is it OK to leave the new rubber MOMO on all the time? It has no on/off switch. I don't trust the quality of the transformer and also don't want to wear out the internals needlessly. There is strong tension in the wheel even when sitting at the Windows desktop and not in a game.
